Apprenticeship Assessment at TQUK

As an Ofqual-recognised awarding organisation, TQUK delivers end-point assessment in line with the requirements set out in each apprenticeship standard and in accordance with regulatory expectations. The purpose of assessment is to confirm that an apprentice has developed the knowledge, skills and behaviours (KSBs) required to perform competently in their job role. 

End-point assessment (EPA) and the reform approach 

End-point assessment (EPA) takes place once an apprentice has successfully completed gateway. EPA is conducted independently of the training provider to ensure objectivity and integrity. The assessment methods used are defined in each apprenticeship standard and may include a combination of tests, observations, professional discussions, projects, or other structured assessment activities. 

Under the evolving apprenticeship reform approach, assessment design is becoming more flexible and integrated. While independence remains a core principle, newer standards may include assessment components delivered earlier in the programme or integrated into on-programme learning, rather than being clustered solely at the end. This shift is intended to ensure that the assessment reflects occupational practice more naturally and reduces unnecessary duplication. 

In reform-based standards, assessment plans may: 

• combine or streamline assessment methods to improve efficiency 

• integrate knowledge testing at appropriate points during the programme 

• place greater emphasis on synoptic assessment of competence 
• reduce administrative burden while maintaining rigour. 

Where assessment components are integrated within the programme, clear separation of roles and robust quality assurance arrangements are maintained to protect independence and validity. TQUK ensures that any reform-aligned delivery models operate in full compliance with regulatory requirements and the published assessment plan for the standard. 

Each assessment, whether delivered at the end of the programme or integrated under reform arrangements, is mapped directly to the KSBs outlined in the apprenticeship standard. This ensures that grading decisions are based on clear criteria and that apprentices are assessed consistently against national requirements. 

Independence and quality assurance 

Independence is a core principle of apprenticeship assessment. TQUK appoints qualified End-Point Assessors who have appropriate occupational competence and assessment expertise. Assessors are trained and standardised to ensure consistency in decision-making across standards and cohorts. 

All assessment activity is subject to internal quality assurance processes. This includes sampling of assessment decisions, standardisation meetings, and ongoing monitoring to ensure that outcomes are reliable and compliant with regulatory requirements. Where required, external quality assurance arrangements are also met in line with the apprenticeship’s oversight body. 

Grading and outcomes 

Apprentices are graded in accordance with the grading descriptors specified within the apprenticeship standard. Depending on the standard, grades may include pass, merit or distinction. TQUK ensures that grading decisions are evidence-based and clearly documented. 

Following successful completion of the assessment, results are confirmed, and apprentices are eligible for certification. TQUK works to ensure that certification is processed promptly once all requirements have been met. 

Access arrangements and reasonable adjustments 

TQUK is committed to ensuring fair access to assessment. Where an apprentice requires reasonable adjustments, these must be identified and approved prior to assessment. Adjustments are implemented in line with regulatory guidance and must not compromise the validity, reliability or independence of the assessment. 

Working in partnership 

TQUK works collaboratively with training providers and employers to ensure that assessment is well planned, compliant, and efficient. Clear communication is maintained throughout the process, from initial registration through to certification. Guidance materials, assessment plans and support documentation are provided to ensure that all parties understand their roles and responsibilities.
